If I go to, say, Umbra Forest with a lvl 63 party, and defeat a bunch of enemies, is there a chance they'll drop Exp Orbs I can use for non party pets? Or does at least one pet in my party have to be under lvl 60 for them to drop?

Exp orbs drop anywhere, at an uncommon/rare rate, and orb level is based solely on the enemy level- the pets you use don't affect orb drops in any way.
