Are we allowed to make our own chatrooms in the live chatroom thing? I plan on making an RPG and would like the other players to connect to one another, but not in a public forum, mostly to predict what they think is going to happen next.

Yep. You can.
They just aren't permanent and go away once they're empty. But you can create a new one at anytime.
