I know I'm not the only person on Pokemon Go to witness the apocoypse of these things, but just what are they, exactly?

I don't play Pokemon Go but I've never seen that pokemon before.

Yeah, I was minding my own bussiness when all of a sudden these things just kept spawning.

When I caught it, it turned into a Ditto, but Ditto has never turned into that in the past. You usually just catch a bunch of Rattata or Zubat until one pops up.
