A Christmas Carol: Hetalia AU

The World Conference was just wrapping up. This would be the last conference of 2018 and they wouldn't have to see each other until next February. As they left, they each wished each other a Merry Christmas. All of them, except England.
"Merry X-Mas, dude!" America said, patting him on the shoulder.
"Actually, I don't think I'll be celebrating Christmas this year..." England said flatly.
"You must be out of your mind! Are you sick?!" America asked, putting his face an inch from England's. "I don't see anything wrong with you." He put his hand on England's forehead. "You don't feel warm."
"I'm not sick, America! I am in perfect health!" England said, slapping the taller man's hand away.
"Then why are you skipping Christmas?" America asked, frowning slightly.
"I've got a lot of work to do. The Queen's Speech, amongst a lot of other things. I don't have time to be doing things like putting up a bloody tree and covering it in tinsel!" England said brusquely. He started to walk away.
"But it's the holidays! Take a break for once! We could all be Santa again! We had so much fun, remember? We could go ice-skating at the Rockefeller Center! They have this huge tree that they decorate each year, and - Iggy?" America asked, looking around for the Brit.
England had walked away.

England took a private plane back to London. He didn't want anything to do with Christmas this year. He needed to focus on his work, and his work only. He sat at his desk, filing some papers that the Prime Minister wanted finished when the phone rang.
"Hello?" England asked, picking up the receiver. His eyes widened. "Oh yes, I am busy at the moment, Your Majesty. I have lots of work I need to get done..." There was a pause as he listened to the person on the other end. "No... I don't think I'll be able to make it to Buckingham Palace for your Christmas Festivities. I'm sorry, Your Highness." Another pause. "Yes, I know there will be lots of alcoholic beverages." He was silent for a moment as he listened to the Queen speak. "I know, but I've already seen the Duke of Edinburgh get drunk. I'm busy at the moment, but I will come next year if my schedule allows it." There was another pause. "Yes, I am very well, thank you. I will hopefully see you by New Years. Good-bye." He put the receiver down and stared at the burgeoning piles of paperwork. Taxes, bills, letters, he didn't know where to begin. He sighed and pulled off the top document off one of the smaller stacks and got to work.

After a while, England rested his head on his desk. His eyes hurt and his back was sore. He looked at the clock on his desk. It was 1:00 AM. It had already been Christmas for an hour without him realising it. He stretched. He needed to get some sleep. He started to rise from his chair, but stopped suddenly. There was the faint sound of clattering somewhere in the hall outside. England walked over to the door and picked up one of the many umbrellas that usually stood in the umbrella stand by his wastebasket. He really had too many umbrellas, but he kept forgetting them in his office, which prompted him to buy another instead of getting drenched by the rain. He slowly turned the knob and looked outside into the hall. No one was there.
"Maybe it's just my imagination." he said to himself. He put the umbrella away and sat back at his desk. He was going to finish the small stack he had started earlier that night. There were only fifty something pages left. Then he could go home.
