I recently bought a Bulbori, because I thought they were cute and all attempts to capture one in the wild failed. And tried to add her to my Party, but a message popped up that told me I couldn't add her because she was over Level 22. And that I couldn't command any pets higher than that level.
Can someone please explain what it means that i can't control pets over level 22?

your user level is 22, which is why you can't use pets over that level in battle.
Your user level correlates to the highest level you have raised a pet to/had a pet grow to in your account.
