You need to go to Esior's Haven, and speak to William in the plaza (click Expand party) You will have to pay a fee. So you should do some missions or farm chests at trollsblight (By fleeing every fight and opening all chests [No chests early in the game have traps])

Once you have gotten your first party upgrade, to two pets (as described above by Aurusei), the second upgrade, to three pets, is accessed in pretty much the same way, but in Sanctuary of Saerielle, in the second region.

Also, It wouldn't hurt to wait till spring festival. That place can be quite the goldmine!
