Has anyone else seen the thing down by a sylesti's genes where it says 'breed'? Has that been there, or is it new? Could it hint towards an upcoming feature? I have zero idea!

It has always been there.
Krinadon has said that they implemented that when they had some ideas floating around in their (Krin and Fai) heads but he doesn't think he will pursue those anymore. If I remember the conversation correctly, that is. ^^'
