how to use the subject of "frost essence"? I opened it, I saw a picture of "ice bird", "it will be added to your house" and nothing.

You want to go to the top of the menu bar, click "Explore", then "Seasonal Festival", then "Sylesti Snow Building". The frost essence as well as other building supplies get added there. :) You have to collect all of the ingredients needed to make a snow Sylesti before you can use the essence.
