Long long ago...
A painter painted our world. He was very realistic, so he painted it black and greyscale. He added color to small pictures, ordinary things and people. The splotches of color meant hope to him, as he was having self doubt and hurting himself. It was the only thing that calmed him down.
One day, however, there was a volcanic eruption. (like Pompeii) His drawing became submerged in the rubble and he was gone, presumed dead. But his work is very alive and thriving, thus making him survive the crash because of hope.
About 100 years later, archeologists found the painting submerged. It was damaged, alright, but the whole painting had been colored. They restored other pieces the artist had painted, but they were greyscale with little splotches.
As they restored it, they had no idea what was going on inside the painting. The artist had so much hope, the world turned back into real life.
It was a different universe. It was dread, and it always rained. But to this day, all the color seems to be whited out. Any objects or human that was found with color in their lives were to be sacrificed.
Little do the government know, many of the colored had been hiding. But their lives are at risk as the government captures more and more of the colored for questioning about the others. Most die before, but some survive the treatment and are forced to tell the truth. They however, have sworn fealty to the organization.
The organization tries to find more color and to reproduce them. Among them are some other greyscales who have the organization placed trust in. The artist has been discovered alive, but he was stuck in his own realm that he made. He is greyscale, too. But some of his objects are colored. The organization hopes that he will bring hope and be found. The artists name is unknown to this day.
However, if you try to restore hope in yourself, it is a long and hard journey, as the artist had self doubt. But those who survive the guilt of loss in themselves and heal it, they will find themselves gradually have color returning.
It is true. They are all rainbow, but the misery and guilt and sorrow have washed over them into a deep grayscale.

A little more:
The Government are self proclaimed leaders, and can incinerate many who have committed crimes. They will sacrifice colored, as they believe differences are weird, not unique. They are fat and healthy folk.
The Organization is a group who listens to all. They oppose the government, and are very happy folk who dwell on hope and optimism. They don't have much food, but not less food either. Right amount for all.
The Townsfolk are pessimistic and very hope lost. If they try, though, they may find hope in themselves again. Most obey by the Government and it strikes fear into them. Most are thin, like Douglas.
