It says I cannot hire her because the AP achievement isn't reached.
Do I have to HAVE 10,000 AP, or just have REACHED 10,000 AP? And how do I know how much AP I've earned over all?

If I'm not wrong, you just need to have reached 10k AP. I don't think you have to maintain that amount, but I'm not too sure about that.
You can see how much AP you have at the top right of the forum page, in your player box.

You do not have to maintain 10k AP, you just have to have reached it. I know I was able to hire her again even after I spent a lot of AP on wardrobe items and dropped below 10k.
