Do you mean the actual CoD fee or the item being sent?

Yes, just let the Cod at 0 and it will be free to the user you send the item too ^-^

If you want to send items to a user and receive items in turn, then the best option would to be to reach an agreement with the other party that you will send your item via trade without a CoD fee and the other person would send theirs.
