I don't know how to give people money...
I need to know this so I can buy art...

If you're talking about gold, the person who is receiving the gold has to send a trade with CoD to you.
They can do so by sending a low-value item like a mushroom to you, by selecting the item in the inventory and selecting the envelope icon underneath the inventory tab . They then type the username they want to send the item to, and the price that you'll have to pay.
Then once you receive the trade, you click accept, and they will receive the gold.

So to give them gold they have to send an Item to me?
And I send them the gold?

Yes. Essentially, you will be buying a worthless item from them to send them gold.
