There are currently 2 pets in my party. When will I be able to use three? What determines when you will be allowed to pay for an expanded party?

You can use three pets; the third party slot is unlocked in the plaza of the second zone. So you will have to finish the quests in in the Esior zone first. (At least I think I remember it working that way).

You'll have to finish the storyline until you unlock the 2nd region.
There's a max of 3 party pets as of now. So the 2nd slot is unlocked at the 1st region, 3rd slot unlocked at the 2nd region.
