So I've been seeing a lot of contests/games where the prizes are sometimes tagged pets.
Just one question:
What the hell does that mean?

It means the prize is an original themed pet with a tag on it saying its a theme. An example would be all the new festival pets this spring fest. Original, un-bred themed pets are considered tagged pets. So if you catch let's say a Tree Moss Lupora out of the wild this fest. It says "Tree Moss Lupora" over its genetics. This is a tag.
Alternatively bred pets from two pets of the same themed are purebreds, but they won't contain the tags as they are bred. I know that wasn't part of the question but still including it.
