So I used a Perfume of Themed Attraction while I was in the festival zone and I didn't encounter a single themed pet. I see that the length of the perfume is now determined by the number of battles I enter instead of the steps I take. Could that have caused a glitch that prevented me from finding any themed pets since I got the perfume before the switch or am I that unlucky?

It unfortunately is just RNG. It is working as intended as far as I know.
We changed how it works to overall increase the amount of Themed encountered from using it as well as reducing the variance (made it more reliable).
