So I gave Bae the potion but it did not appear to do anything, her lookup has the small bottle on it however.

Lesser mutators can give either a visible or a carried trait. Seems like in your case it was a carried trait.
Carried traits can only be seen in the profile/advanced search if the pet is genetically tested. If you don't have a genetic test kit, there are players in the breeding forum who offer free testing services.
