So, after you collect candy and go to the candy part (where the candy is stored) it says "You can select a Candy that you have at least 3 excess of to swap for a Candy that you have none of.
Begin by clicking on the excess Candy and then click on the Candy that you wish to swap for." Which is how it worked last year, but this year for some reason I can only swap with FOUR or more. Can't swap with 3 candies. But it says "AT LEAST 3".. So is this some sort of mistake/glitch? Is anyone else having this problem? Is this purposeful and they forgot to update the message?

It refers to excess which I take to mean, you actually need a minimum of 4 as there would be no point in trading 3 of one candy for 1 of another as you still wouldn't be able to create a Handful as you'd no longer hold the candy you originally had more of.

I can't comment on how it worked last year but it does seem to make sense this way.
