im very confused, i am trying to explore for a festival area but it doesn't show anything that says festival. where is it?

The festival area is closed as of now. It will re-appear in a new form when the next festival opens, which should be some time in summer.

The Spring Festival already ended! It ended on May 17th. ^.^'' So festival content is not available now.
The only exception is continued ability to use the spring festival garden -- which is just so people can grow the last of their pet-seeds which were obtainable throughout the festival. This feature will be closed June 14th.
