She means, can you give seeds to other players when the seed is in the garden? Or can you possibly take the see out of the garden, and into your inventory, like a wardrobe?

Seeds are not transferable, no.
None of the garden items are once they're in your Garden Supplies.
However, you can use Fertilizers and Enrichments on other players' Garden Pets.
