I have been playing for a while now and notice that pets and avatars only go to level 60. Why is this?

The next part hasn't been finished yet. So until then, the max level is level 60 until the next part of the story comes out.

As mentioned, there is a level cap in place right now. Once the next zone is released, that will be removed, the massive amounts of exp that pets have gained beyond the lvl 60 cap will be zeroed out [to avoid having pets shoot to to next cap and be overly high-powered when the user starts the new zone], and we'll be able to level again! I'm pretty sure that the new zone is under construction now so it'll be here soon! /excited
