Go to "Account" > "Inventory" > "Switch to Equipment" (Inventory is listed under Explore if you can't find in under "Account" )

Choose a stable, a stable tab and a pet and drag the equipment down to the pet's equipment slots.

or instead of drag click on armor/relic/whatever then click appropriate slot.
