Where and how do you get an unlimited genetic tester?

unlimited testers can only be purchased through the diamond shop, located under the blue tab across the top of the page.

They cost 1500 diamonds (diamonds can be purchased with real money or for gold off of the exchange which is found under the trades section.) (though they do go on sale from time to time) and are not trade-able or sell-able.

It varies based on supply and demand but generally diamonds are between 2500 and 3000 gold per diamond.

so on the low end: 3.75 mill
On the high end: 4.5 mill

But like I said, they do go on sale from time to time. Usually around holidays though it isn't guaranteed, so just keep an eye out for forums about them. (Krin usually announces it)

And if your planning to save up the diamonds, buying them in 50 and 100 increments when you can is normally the best way to do so!
