So apparently the little scroll picture icon thingy from the new message center update decided i had a pms/note and in which I do not, please help, thank you.

Looks like it was counting unread messages that were deleted.

It should no longer do that.

I happen to have this same problem.
(I sent a PM to myself, in a way to save messages I sent to other people, and I wanted to add something, so I deleted it, but I didn't read it aha)

It's still counting deleted messages?

I went into my Deleted tab in Social Network and read the unread message I deleted, but even if I did, the counter shows up as one unread message.

Was it in your Saved tab?

I added an exclude to the Saved tab now as well.

Ah, maybe. (read everything recently new in my saved tab, and by then, I had a new PM that came and went, so now I'm at 0, so it works.)

its doing it again, but a bit differently.

It on occasions shows that i have unread messages, then suddenly it vanishes to say i have no messages. (it blinks)

As well as mine does not tell me when i got hatchlings ready to hatch.

It shouldn't be tracking messages deleted or saved. From what I can tell, you should have a '1' visible at the time of this post.

Also, the Eggling counter was disabled. It was affecting performance too much.
