Very few to no people do, the flower genes are pretty new.
edit: There are 5 or 6 Puffadores for breeding that have at least one/two of the three mutations you're looking for though. :)
Carries Jeweled Wings & Flower Collar:
female and
male (both 100G)
Carried Jeweled Flower Crown and Visible Jeweled Wings:
male (50k)
Carried Jeweled Flower Crown only:
male and
male (both 1000G)
Jeweled Wings is really old and common, so you can easily breed for that particular trait with a lot of different Puffadores.

I just think this could be the most beautiful puffador I could have ever gotten. But really no one has it. I'll just have to wait.
