You can use Gimp for Animation c:
I do it all the time.
If you're using multiple frames, make sure they're all in one picture and lined up correctly.
When you go to explort it, replace the extension with .gif and then tell it to save as an Animation.
After that you should see the Animated Gif Options. Most likely "Loop Forever" will already be marked off.
You'll want the Frame Disposal set to "replace" if there's any transparency in your pictures at all. This'll prevent stacking if you don't want it.
The Delay is usually defaulted to 100 milliseconds per frame which helps for a quick/smooth animation though I prefer to stick anywhere between 150-200 for most of my stuff. Your current picture however, seems to be set at 400. If you reopen the picture after it's been saved with a timerate but don't like the current speed, just re-export it under the same name with a slower(Higher number) or faster(Lower number) and make sure the "Use delay for all frames" ticked.
You can also change them manually by Right Clicking the Layer, and editing the Attributes(The name of the layer) to have a higher or lower number. This can help in tweaking certain frames to pass faster than others.

You need to make sure that it's set to an Animation, otherwise it'll just save it as a multilayered picture with transparency support. Basically a PNG with less colors.
It's a pain in the butt but it does do that if things aren't checked correctly.
I know it works in earlier versions, the last version of Gimp I was using was 2.4.3 before I upgraded to 2.8.10 when I upgraded my computer's OS from Mint 10 to Mint 17.
If you are indeed making sure that everyone's set correctly when exporting then it may be an incompatibility or corruption in the program. I'd recommend getting the latest or a more recent version to fix these issues or even just redownloading it from the website if this is indeed an issue with corruption of the exporting process within the program.

Also if it's only coming up as the first frame in the picture preview if that's how you're checking it, don't rely on this. These use small thumbnail to display what the picture should look like but won't display anything else associated with it.
Try checking the picture from a Picture Display program like the Photo Viewer that comes with the computer to see if it's been saved correctly~
