I cannot figure out how to use my Magical Pie on my hatchling. Could someone help?

Go to that pets profile page, click on the genetic philter tab, and you should see magical pie on the drop down list. You can use it there :)
Also, just to note even though the pets aging process will speed up 3 days (meaning it will be an adult sooner), the actual age of the pet won't change, because that's based on the day it was born. So don't panic when it still lists it as the same age :D

Genetic Philter tab? I don't see that. Where is it?

You aren't able to use a magical pie on egglings or hatchlings. You'll have to wait until the hatchling turns into an adolescent.
