To the best of my knowledge, that item can't be removed from one's wardrobe. I'm not sure if it's tradeable if someone never added it to their wardrobe, though.
Edit: It was a special item given out during the Fortune Event this year. I don't think it's there now, but it was said that at some point it would become available in the Avatar Shop for Peerless Avatar Tokens.
