Go to Forum Index, then check at the bottom of General Forums there is Off-Topic Discussion Forum

After you have read the rules you can make a new post. Go to the bottom of the page and press New Thread bottom that is painted blue on the low right of the page. You need to write Subject for your post and if you want to Ping players can do it from the second row of the page but it is not nesesary to do if you dont have anyone you want to ping.
Then you can keep on writing on what you were planning to.
