If a plant (or other seasonal equivalent) is on 99% completion, it will prevent anyone but the owner from applying the final enrichment... but it doesn't do that if the plant is like, 96, 97, 98% complete, even if the next enrichment will complete it.
Just thought it was a slightly odd discrepancy and nobody'd mentioned it so I figured might as well.

Looks like this was just an issue when the Miracle Grow as active. I think it should be fixed now.
