She looks as though she's still under her control, and perhaps HIC has some use for them all together in one place. At the same time, her casual and friendly sound hello seems contradictory.

It seems that the Condesce has a lot of motives that she's keeping hidden from anyone else. I'd like to know what it was she wanted Roxy to do, then we'd have a better idea of exactly what she's aiming for. I don't think she's trying to pull a Handmaid, getting Jane to kill her and take her place. Condy doesn't seem the type to want to give up her power like that.
