Genetic testing kits won't be available until the third region opens. I'm guessing the scanner will be the same. Until then, the only ones available are from the Diamond Shop with the unlimited uses. They cost 1500 Diamonds (which is $14).

I believe they will be added into future regions.
Currently, the only way to get the genetic test kit is from the diamond shop. If you want to get your pet tested, you can have someone to genetically test your pet for you.
