I don't know if this is just me, but my contract with Rosemary ended after the 2 weeks, and I tried to hire her again the day it ended.
Instead, when I hit "Hire a Stablehand" the dropdown activated and I tried to go to two weeks. I clicked it and it said it would cost no gold. I thought this was strange, and then I saw that the hire button was greyed out and not able to be clicked.
I thought maybe I couldnt hire her again the same day the contract ends so I tried again today (two days later) and it's still not letting me hire her for any length of time.

I don't see a Stablehand hired for you atm.
Can you take a screenshot of what you're seeing?

It also doesn't seem to matter what length of time I choose, contract button is greyed out and says 0 gold for all

I think you need to click on Rosemary to select her.
