I think it is 28 tickets. The numbers 40 - 67 are 28 numbers although the difference (67minus 40) is only 27.
Like how 1, 2, 3, 4, 5, is five numbers but 5 - 1 = 4.

I'm only counting designs for contests that are still going on cuz I feel like that's a bit fairer.
At the moment, those contests are the username suggestions, pet name suggestions, and avi design contest.
Sorry about that...
