There are two types of normal events: Non-fatal and Fatal.
There are also two types of events: Normal and special.
The former is self-explanatory. The latter not so much.
Normal events are event that happen on a day-to-day basis. Here are a few examples:
(Player1) goes hunting.

(Player1) injures (himself/herself1).
Tributes: 1

Special events happen every once in a while, like the following:
1. Wolf mutts are let loose in the arena.
#1-1. (Player1) survives.

#1-1. (Player1) is crushed by a pack of wolf mutts.
Tributes: 1

#1-2. (Player1) is eaten by wolf mutts.
Tributes: 1
Killer: None

#1-3. (Player1) knocks (Player2) out and leaves (him/her2) for the wolf mutts.

#1-4. (Player1) pushes (Player2) into a pack of wolf mutts.

#1-5. As (Player1) and (Player2) fight, a pack of wolf mutts show up and kill them both.

In special events, there is one surviving action (Typically "(Player1) survives.") and the remainder are fatal to one tribute.
I'm giving people, even those without tributes in the current game, the opportunity to make special events.

Be creative! Don't have a player kill another player normally, have them through the other into the void or a 0-D dimension, destroying them instantly. (Now, don't all do that. Just be creative!)
