You can't get a new one. You only get each quest once, and once you claim the reward, that's it.

Have you gone to your quest log? What does it say? And what is Jinxie (the tutorial on the bottom right) telling you to do?

She says to go to my quest board and finish the quest but the quest isn't there anymore.

Hmm... I'll advise you to post this issue in the bug forum. I'm not sure why the tutorial hasn't moved on, even when you've finished the quest and opened the satchel. The admins would be able to check the progress of your account and advise you further on this issue.

I have a small problem. That involves capturing pets. So jinxie keeps telling me to go to my quest log to finish a quest for capturing a pet. The only problem is...ITS NOT IN MY QUEST LOG! Please help XD

Did you receive a reward satchel when you captured the pet? You should have, and if you did, you'll need to open the satchel for the tutorial to move on.

About the Quest and where ,I find when EXPLORING, ... Does this require Adobe flash. Hope not .
But I explored and do not see where this Quest potholes is.
