I do not believe that it is. I think it's just strictly Experience.

Expertise was specifically crafted to be a very prestigious feature to master so as to reward players who invested the time into maxing it for their pets. The goal was to give long-time battlers the ability to sell pets of incredible power to those who focus on other aspects of the game.
