Naturally? No.

But they can have the RTD's used on them. =P

I know that we can encounter Maniacal Pyromaniacs in the Sweet Blossom Orchard, the Astryl's Tranquility, and the Lost Grove zones, but what if we haven't unlocked these zones yet?

They are locked to those zones because of how they work and because of how the first 2 regions are coded. So unfortunately, the first 2 regions rarely get event content like this.

Each Pyro can drop both an Eggling and an Avatar Item.

The Lost Grove version then has an additional chance of dropping a Ferrikki Eggling and one of the new Avatar items.
