Their drop rates are separate and do not influence each other.

So a Frozen Key dropping does not affect any of the other drops.

When the event is ongoing, you can participate by traveling to the Exploration Zone.

You can track the event in the window in the bottom right portion of the explore UI:

There will.

I haven't decided on a final time for it, but it will probably start at midnight instead of noon and sometime this weekend so we can offer a different time for other players since the first two rounds were both the same time.
