You need a male because male horses lead and protect their herd of females and offspring. Their male children are threats to his mates and position so he drives them out. A female mare can not lead solely on her own, or start a herd with no male mate to lead it and protect it when she's nursing his offspring/pregnant. Lest she dies easily to predators.
Of course it is a rule to have basic horse knowledge to be accepted.
