I'm not sure what the issue could be.
It doesn't seem that anyone else is reporting any issues and I just checked to make sure and I can complete the puzzle fine.
Are you clicking on the proper tiles? Clicking on a tile will only do anything if there's a blank tile up/down/left/right of it. If you click on a tile where it has nowhere to go, nothing will happen.
