I've been really busy these past few days. Fortunately, I should now be all caught up on everything and should be able to concentrate on the Snow Wars feature these next few days.

Once it's released, those items will be available.

Considering the medium snowball packs give either medium or small, will there be a way, later, to, ah...stick your snowballs together or break them apart somewhat to upgrade/downgrade the snowball size?

Why are there no small snowballs on sale in the festival shop?

I haven't gotten a single one in the entire festival and now I learn I can't buy any, it seems I don't have a chance to make a snow sylesti.

You get small snowballs from the medium package of snow. That package has a chance of giving either medium or small snowballs. It's in the description.
