Alright, so, our Host is pretty much done trying to resolve this as they think it's something specific to the people who are having the issue. And honestly, it very well could be.
From what I can tell, this is basically the chain of events:
-Player submits http request to server with post data
-Server receives and processes request
-Server reaches PHP redirect after request properly processed
Here is where it now breaks, either at:
-Server SENDS redirect request to player's connection/browser, but it's ignored by the player's connection/browser
OR
-Server fails to send redirect request to player's connection/browser.
Then
-After 180 seconds, the timeout value is reached and either the connection is re-sent and goes through as normal, or the server just decides to throw the 503 timeout error page.
The issue is... there is no way to know which broken option it is, at least within the realm of tools I have at my disposal. The best way to figure it out would be to reproduce the error and guess and test. Unfortunately, neither myself nor our Host can reproduce the issue - at all. This makes it pretty much virtually impossible to debug.
The good news is that I at least know what is causing it on my end and I can play with workarounds. However, I can't simply just remove the redirects at this time because they're kinda pivotal to how those pages work. As you noticed when I removed them, the page wouldn't update until you then manually reloaded the page. It's because the page loads the data, parses the function, then relies on the reload to reload the data to reflect the changes. There are coding ways to avoid this, yes, but it's not set up that way.
The good news is also that you now have a better understanding of what is going on and can try different things on your end to see what's causing the issue - whether it's a browser setting, modem/router setting, antivirus/firewall setting, or ISP setting. You could even contact your ISP and they may be able to provide more information as to what exactly is happening with that connection and whether or not it's actually coming through and being blocked or not coming through at all. You can probably also find/use tools to do this on your own without your ISP, but I'm not really familiar with any such tools so I don't want to suggest something I don't know much about.
As for now, there isn't much more that I can do, unfortunately. Our Host has tried pretty much everything possible related to timeouts and connections and nothing has made a difference.

Just curious, but are you able to use the Garden without issue? For example, can you send a supply to someone else and it loads instantly every time?

I can indeed use the garden without issue. Is the garden made with the same redirect?

Yep. Identical code.
That is absolutely freaking crazy. -_-
Well. I guess I kind of have two samples... I'll try to figure out what on earth is the difference.

By chance, for those of you having this issue, are you using a Chromebook when you have the issue?

Had to look up what a chromebook was. But I'll have to say no to that as well. Computer is a desktop comp. ^^;
Edit: Windows 7 OS (If that helps with anything?)

I forget if I've asked, but have you tried different browsers before?
Can you try the same action on Chrome, Firefox, and Edge?

You have asked before. I've heard it happening to another user on chrome. I'm mainly Firefox. I have no clue what Edge is. The new internet explorer? Dad warns me heavily against chrome and anything internet explorer-like.I could try switching to Waterfox but not sure if that'd fix anything. ^^;
