depends on the status they have. Noble, ravens, priests, commoners/rebells and as it says, magic is rather restricted outside the temples.

If I wanted a priest like character could they use magic outside the temple if they are lvl four? And about last names, can we make our own or do they all have to have the royal name?

yes they can use magic outside the temple. And you dont have to use royal names and can make up one of your own :)

Amsden of the Sapling ~ King ~ 65 ~ Currently in: RG
The elderly king was sitting in his chai near the fireplace in his workroom. In his lap was the young prince sitting asleep with a toy in his arms, guarding it as if it was the most valuble treasure in the entire country on Enlil. The weatherbitten face of the king couldnt help but smile a bit as he kept an eye on his son all while he keept on reading the document he had been sent by one of his many many spies placed around the country. So the ******s think they can speak ill of him and still stay unharmed? The hell that will happen. As a chilly autumnwind blew in from the gaps in the wall he shiverd a bit, wrapping his cloak around both him and his son. The sudden chill made his old and damaged body ach. With a face full of agony for only a split moment he forced himself to throw a other piece of firewood on the fire that was crackling gently, soothing and slowly warming both him and the young prince once more. His tired darkblue eyes looked back at the paper before reading the last lines. In order to destroy the evidence of the report he let it simply just fall into the fire that instantainlously put it on fire, turning it into ashes in mere seconds. The bushy massive white eyebrows moved as he wrinkled his forehead while thinking for him self. A while he just sat there, holding his sleeping son infront of the fire before grabbing a parchment to read from the table to the right of him.

As she stopped the chestnut coloured horse her left hand automaticly picked up the map. The golden like horse shaked its head in protest but obeyed its rider. Its right frontleg started to dig in the ground under it as moments passed. Dirt went flying making the white sock on the leg turn brown. "Easy now Sunrise, easy boy" the rider said, gently stroking the neck of the horse. Once the animal was calm the rider turned its atention to the map again. Okej, so she needs to go northwest from here to come to the dragon? The neat and elegant woman on the horse was dressed in a tather ... unusual clothings. On her upperbody was a tunic, darkred and filled with dirt and spots from only the gods know what. A bt of blood, a bit of herbs, a bit of poison ... some remedies. Just ... mixed. Heck its probably some foodstains as well. On her lower body was a loong skirt, grey/greenish in colour with a split in the middle and under the skirt was pants that ended in leatherboots that went up to her knees. This unusual getup lets her ride comfterbly and still look atleast somewhat respectable. The massive woolen cloak was heavy on her neat shoulders. Her raven as dark as the nightsky when the moon and stars are hidden behind clouds rested in her short lightbrown hair. Her chestnut eyes looked around before she put away the map and turned the horse towards nortwest. After only a few meters the horse fell into trott, anoyed by the scumpy ride the bird left its restingplace before following its master on a distance.
