How does one breed here?

Go to the Breeding Grounds, under the Explore tab. You must have two adult pets of the same species to breed.

If you want to breed two of your pets together, you go to the breeding page, as Somneli mentioned.

If you want to breed with other player pets, you go to the pet's profile, click view prices, select your stable/pet from the drop down list, and click breed. The easiest way to find pets up for breeding is through the advanced search (link at top left corner), where you can select the species, gender, traits, price, etc.

Note that only adult pets can be bred.

I'm having a bit of trouble with my level-up points. this is a link to my starter pet:

As you can see, no level- up points have been spent. However, I can't find a button or option to do so. In the tutorials, it said that a button for spending points would be located above the "proficiency" button, but no such button exists.

what do I do?

We have a new system so you can dump all that infomation it is no longer usefull.
Now our pets only get point at levle 1, 30, 60, 75 ( i think)

You click on that little armor thingy in the statistic box and choose an element then you can spend what points you have

I have noticed that there is the potential for ability ranks to be increased; as of currently is there a way to do so? I haven't been able to find any mentions of this in what I have seen in the forums.

Ability ranks can be increased, but only in the last zone, the lost grove. There, whenever you use a certain ability, some points will be added to that ability, until you rank up.

I'm having a bit of trouble finding the starter's outfit. I went to 'Items', then to 'Outfits' and searched the whole thing, but I didn't find it. Could someone help me?

I think, I'm not sure but if I remember correctly, you have an option to have the tutorial or not. It may be another website I'm thinking about, but I don't know. Oh sorry I just remembered that that's on a wesite called Dog Dayzz, my bad.
