Do you mean "use paint"?
Yes, you can. o:
Either you meant draw from MS paint,
Or print out the base and use real life paint on that, then upload a picture of that.

My idea is based off of a satyr. The satyrs are highly musical and I can imagine them dancing around with their little goat feet playing their reed pipes as soon as spring hit.
My outfit was drawn with the male base in mind, satyrs typically are male and have bare chests. Maybe girls could add a scarf or wrap, but I ran out of ideas after drawing this.
I know we have devil's horns, they would work just as well as the horns I drew in. These one do not have the typical gradient devil horns have and are slightly more rounded, but I wanted to show horns just for the complete idea.
This satyr has a goat-like tail, but it could easily be a faelora tail.
I originally intended the music to be wings, but it could just as easily be a back item if the tail is eliminated. Besides, just after I uploaded my full image I noticed lunarshinobi had already posted music-themed wings much better thought out than mine. Seriously, those wings are awesome.

Back - Lily on a lake (or in this case... puddle)
Wings - Daffodils
Outfit - Rain ... it's supposed to look like the sky before a heavy April shower, and be flowy like water.
Held - Baby Bulbori ... it's supposed to be dangling adorably off the avi's hand (the closed hand base is definitely better for this ^_^)
I wanted to do a male outfit... but dresses are just so much easier! >.<
